Urges the State of Hawaii and City and County of Honolulu to examine the possibility of establishing an Aiea Community Center.

Acknowledges that Aiea already hosts substantial state infrastructure including the H-1 and H-3 Freeways, Daniel K. Inouye International Airport, Halawa Correctional Facility, Aloha Stadium, Red Hill Bulk Fuel Storage Facility, and Joint Base Pearl Harbor-Hickam.

Notes the Honolulu City Council approved a Plan Review Use Permit application for relocating the Oahu Community Correctional Center from Kalihi to Aiea (Halawa area).

References the 2002 City purchase of 6.8 acres of the former Aiea Sugar Mill site for a town center and elderly housing, the 2014 opening of the Aiea Public Library on the site, and a partnership with nonprofit developer EAH Inc. for a senior affordable rental project.

Requires certified copies be transmitted to the Governor, Mayor, Comptroller, Director of the Department of Land Management, and President of the Aiea Community Association.
