Office of Planning requested to coordinate with Department of Accounting and General Services, Department of Budget and Finance, Department of Transportation, Land Use Commission, and county planning and public works departments to identify strategies for securing information on costs incurred due to project delays for public and private projects requiring public funds or permits.

Office of Planning directed to propose amendments to existing budget request forms or permit applications to facilitate sharing of estimated delay costs with decision-making authorities.

Office of Planning required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2021.

Resolution addresses concern that project delays increase total costs (labor, materials, land, capital, inflation) and may trigger value engineering that reduces public benefits or requires additional taxpayer funding.

Certified copies of the Resolution directed to be transmitted to relevant state and county officials including the Director of Planning, Comptroller, Budget and Finance Director, Transportation Director, Land Use Commission Chair, and mayors of Honolulu, Hawaii, Maui, and Kauai counties.
