Urges the State of Hawaii and City and County of Honolulu to work with stakeholders to locate and establish a public racing facility on Oahu.

Racing facility should include at a minimum a road course and kart track for driver training by law enforcement, state and county agencies, nonprofits, and the general public.

Facility should be located away from residential areas to mitigate traffic, noise, and other issues and should have community support.

Notes that the last racing facility on Oahu closed in 2006, resulting in illegal street racing, and that racing facilities can create jobs, support local businesses, and attract visitors.

Requires certified copies of the resolution be transmitted to the Governor, Director of Transportation, Mayor of Honolulu, and other state and county officials.
