Hawaii transitions to statewide vote-by-mail elections starting with the 2020 primary, eliminating traditional polling places at schools and community centers.

Act 136 (Session Laws of Hawaii 2019) established voter service centers to receive mail-in ballots, serve voters with special needs, offer same-day registration and voting, and provide other election services.

Only 8 voter service centers are planned statewide for 2020 elections, compared to approximately 230 polling locations staffed in previous election years.

Resolution urges all counties to open additional voter service centers to provide adequate election services and accommodate voters adjusting to the new all-mail voting system.

Certified copies must be transmitted to the Chief Election Officer, City Clerk of Honolulu, and County Clerks of Hawaii, Kauai, and Maui counties.
