Request the Department of Education and Hawaii State Teachers Association to develop strategies for placing experienced teachers in hard-to-fill schools with greater staffing challenges.

Address the current system where new teachers are disproportionately assigned to less stable classrooms while experienced teachers gravitate toward easier teaching environments.

Cite Hawaii's teacher turnover rate of 4.9 percent, nearly double the national average of 2.6 percent, with half of all new teachers leaving within five years.

Require submission of a report to the Legislature no later than twenty days before the Regular Session of 2021, including any proposed legislation.

Transmit certified copies to the Superintendent of Education, President of the Hawaii State Teachers Association, and Chairperson of the Board of Education.
