Request that the City and County of Honolulu implement a car-free day in a designated area of urban Honolulu once annually to promote alternative transportation methods such as walking and cycling.

Cite that transportation accounted for 28.9 percent of United States greenhouse gas emissions in 2017, making it the largest contributor to U.S. emissions.

Reference successful car-free day observances in major cities including Paris, Vancouver, Reykjavik, and Bogota, which have demonstrated benefits including reduced traffic congestion, improved air quality, and lower noise levels.

Note that Hawaii's Clean Energy Initiative aims to achieve 100 percent clean energy by 2045, and a car-free day would encourage reduced automobile dependency.
