Urges the City and County of Honolulu to implement a plan to properly remove abandoned vehicles from Oahu's roadways.

Requests that the city establish an alternate storage location for abandoned vehicles if existing business storage lots have reached full capacity.

Encourages the City and County of Honolulu to consider adopting Hawaii County's expanded abandoned vehicle program, which allows residents to dispose of up to two vehicles at no cost to the owner.

Notes that in 2018, 5,603 abandoned vehicle tickets were issued on Oahu and 3,089 vehicles were removed, but abandoned vehicles continue to remain a problem across the island.

Directs certified copies of the resolution to be transmitted to the Mayor, Honolulu City Council Chairperson, and Director of the Department of Facility Maintenance.
