Request that the City and County of Honolulu Department of Environmental Services convene a working group to address illegal dumping of bulky items and propose alternative solutions to the existing Bulky Item Collection Pilot Program.

Working group to be jointly chaired by the CCH Director of Environmental Services, President of 808 Clean Ups, Manager of Ku Ipu 'Aina, and Policing Team of Project CLEAN.

Working group membership to include community members and representatives from eight neighborhood boards: Hawaii Kai, Kuliouou-Kalani Iki, Waialae-Kahala, Kaimuki, Diamond Head-Kapahulu, Palolo, Manoa, and McCully-Moiliili.

Working group must submit findings, recommendations, and proposed legislation to the Legislature and Honolulu City Council Chairperson no later than 20 days before the 2021 Regular Session convenes.

Resolution notes that 91 percent of CCH residents consider illegal dumping of bulky items a serious problem and that the current Pilot Program lacks strategies to address illegal dumping areas or apprehend violators.
