Urges the Department of Transportation, Mayor of Honolulu, and Honolulu City Council to reroute Farrington Highway in accordance with the 1998 Makaha Beach Park Master Plan in the Waianae area on Oahu's west coast.

Addresses the need to replace two wooden bridges (Makaha Bridge No. 3 and No. 3A) constructed in 1927 along Farrington Highway between milepost markers 13.95 and 14.21 that have been classified as deficient by the Department of Transportation.

States that the proposed wider right-of-way needed for bridge replacement and roadway improvements would affect adjacent lands on both sides of the current highway alignment.

Expresses community concerns that a bypass road on the makai (ocean) side of the highway could strand residents and tourists west of the project during flooding or ocean surge events exceeding the five-year flood level standard.

Directs certified copies of the resolution be transmitted to the Director of Transportation, Mayor, and Honolulu City Council Chairperson.
