Request the Auditor to conduct a performance, financial, and procurement audit of the Med-QUEST Division of the Department of Human Services, including analysis of its ability to serve all state residents.

Require the Med-QUEST Division to submit a report to the Legislature by August 1, 2020, explaining its decision to reduce Medicaid insurance providers from five to four on Oahu and two on neighbor islands.

Direct Med-QUEST to detail in its report how, when, and why the decision to reduce providers was made, and provide a plan to address issues affecting tens of thousands of Medicaid recipients who must change health plans.

Require the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2021 Regular Session convenes.

Address concerns that the January 2020 contract awards totaling $17,000,000,000 created inequitable service provision between Oahu and neighbor islands, with the awards currently suspended due to AlohaCare's protest filing.
