Urges each Hawaii hospital providing maternal care to investigate and collect data on maternal morbidities and mortalities

Directs hospitals to collaborate with the Department of Health, American College of Obstetricians and Gynecologists, Association of Women's Health Obstetrics and Neonatal Nurses, Hawaii Maternal Mortality Review Committee, and Healthcare Association of Hawaii to identify severe maternal morbidity cases and develop classification systems

Requires all collected information including maternal identity, condition, and treatment to remain confidential and protected

Directs the Director of Health to develop a four-level maternal medical care classification system: Level I (Basic Care for low to moderate-risk pregnancies), Level II (Specialty Care for moderate to high-risk conditions), Level III (Subspecialty Care for complex conditions), and Level IV (Regional Perinatal Health Care for critically ill pregnant women)
