Requests the Department of Health to establish a Medicinal Psilocybin Working Group to examine federal, state, and local laws regarding medicinal psilocybin use and available medical research on its safety and efficacy in treating mental health conditions.

Directs the working group to develop a long-term strategic plan ensuring availability of medicinal psilocybin or psilocybin-based products that are safe, accessible, and affordable for adults 21 years of age or older.

Specifies working group membership including the Director of Health (as chair), Attorney General, Dean of the John A. Burns School of Medicine, legislative committee chairs, licensed physicians, psychiatrists, and representatives from the Drug Policy Forum of Hawaii, Hawaii Psychological Association, and medical cannabis industry.

Requires submission of a preliminary report to the Legislature no later than twenty days before the 2021 Regular Session and a final report with proposed legislation no later than twenty days before the 2022 Regular Session.

Dissolves the working group on July 1, 2022.
