Convenes a right-to-repair task force to examine and recommend laws protecting consumer choice in repair of digital electronic equipment, excluding motor vehicle repair.

Task force to determine feasibility of requiring manufacturers to provide independent repair facilities and product owners with parts, tools, diagnostic information, software, firmware updates, and related documentation on fair and reasonable terms.

Task force composition includes a Senate member and House member as co-chairs, the Director of Commerce and Consumer Affairs, four independent Hawaii-based repair business owners, and representatives from gaming/computer device, digital electronic equipment, and lawn/garden equipment manufacturers.

Task force members serve without compensation and co-chairs may invite additional interested parties to participate.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature by December 1, 2020.
