Recognizes the State of Hawaii Office of Planning and Hawaii Housing Finance and Development Corporation for receiving three awards from the American Planning Association, Hawaii Chapter in 2019: Outstanding Planning Award, Economic Development Planning Award, and Public Agency Award.

Acknowledges the Hawaii Strategic Plan for Transit-Oriented Development (TOD), which provides a framework for using state facilities and properties as anchor institutions to catalyze development of compact, dense, walkable communities served by public and multimodal transportation.

Notes the strategic plan encompasses 65 proposed TOD projects statewide, including mixed-use affordable housing, Aloha Stadium redevelopment, mixed-use civic centers, University of Hawaii campus enhancements, transit hubs, and TOD-serving infrastructure.

Commends the coordinated effort of the Office of Planning and HHFDC in bringing together state and county agencies to develop a unified, long-range program for statewide TOD implementation.

Expresses appreciation for the plan's contribution to addressing Hawaii's development challenges including limited land supply, high development costs, aging infrastructure, and critical shortage of affordable and rental housing.
