Authorizes the Speaker to expend funds appropriated for legislative and other expenses of the Thirtieth Legislature, Regular Session of 2020, during the interim between 2020 and 2021 sessions.

Empowers the Speaker to contract, hire, or employ personnel and assistance, including designating current House employees for additional interim work and approving employment of individuals prior to the 2021 Regular Session.

Grants the Speaker authority to establish and approve actions of standing, interim, select, and special committees, including authorizing meetings, determining committee membership, issuing subpoenas, and authorizing committee expenditures.

Requires interim committees to submit full reports of activities, findings, and recommendations to the Speaker periodically and to the Legislature within ten days after convening the Regular Session of 2021.

Allows the Speaker to approve the House Journal for any legislative day compiled as of the 53rd session day, with all authorization extending through January 20, 2021.
