Requests the State Auditor conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation and its operations and management.

Directs the Auditor to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether activities are being conducted effectively, efficiently, economically, ethically, and equitably.

Cites community concerns about the Division including lack of effective communication with the boating community, inconsistent enforcement of administrative rules, management complaints, and employee misconduct and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.
