Urges the U.S. Department of Housing and Urban Development and Congress to provide additional federal funding for Native Hawaiian Housing Block Grants under the Native American Housing Assistance and Self-Determination Act (NAHASDA).

Requests that individual Hawaiian homesteads be designated as direct recipients of Native Hawaiian Housing Block Grants, in addition to the Department of Hawaiian Home Lands, to expedite fund utilization and expand affordable housing for low-income Native Hawaiian families.

Notes that federal funding for Native Hawaiian Housing Block Grants has declined from $12,700,000 in 2010 to $2,000,000 in 2017-2019, with no appropriations in 2016, while Hawaii faces a critical affordable housing shortage.

Urges the U.S. Department of Housing and Urban Development and Congress to identify and secure other forms of direct assistance to Hawaii to address affordable housing needs of the Native Hawaiian population.

Directs transmission of certified copies to the President, HUD Secretary, Interior Secretary, Congressional leaders, Hawaiian Homes Commission, Office of Hawaiian Affairs, and Hawaii's congressional delegation.
