Requests the Department of Labor and Industrial Relations, in collaboration with the Department of Transportation, to submit a report on wages, benefits, and working conditions of concessionaires at Daniel K. Inouye International Airport.

Report must include annual revenue generated by each concessionaire since 2014, annual median wages earned by employees from 2014-2019, an outline of all employee benefits provided, and an analysis of compliance with state agreements.

Directs submission of findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2021.

Notes that concession fees generated $161,000,000 in revenues in fiscal year 2016, accounting for thirty percent of total Department of Transportation Airports Division revenue.
