Request for the legislature to consider supplemental budget requests from the Department of Commerce and Consumer Affairs for fiscal year 2020.

Transfer $129,370 in special funds ceiling and one full-time equivalent position from Cable Television (CCA102) to the Office of Consumer Protection (CCA110).

Increase Cable Television trust fund ceiling by $497,000 to offset anticipated financial impacts from the Federal Communications Commission's 2019 Franchise Fees Order regarding the Institutional Network.

Increase Cable Television trust fund ceiling by $400,000 to expand broadband access through a Mobile WiFi Hotspot Lending Pilot Program in partnership with the Hawaii State Public Library System.

Transfer positions from Insurance Regulatory Services (CCA106) to the Office of Consumer Protection (CCA110) for $141,485 and to General Support (CCA191) for $54,432, identified as the department's highest priority adjustment.
