Request county clerk offices to designate and establish additional voter service centers beyond the initial eight statewide locations for the 2020 elections.

Require consideration of state libraries and other state or county facilities as potential voter service center locations.

Encourage staffing of voter service centers with trained volunteers from non-partisan civic organizations.

Address concerns that only eight voter service centers statewide (one in Kauai, three in Maui, two in Hawaii County, and two in Honolulu) are insufficient for the inaugural vote-by-mail election system implemented under Act 136 of 2019.

Transmit resolution copies to the Chief Election Officer and the mayors and clerks of all four Hawaii counties.
