Requests the Legislative Reference Bureau to conduct a study summarizing existing published reports and studies on the effects of 5G technology, including millimeter wave frequencies, on biological life in Hawaii

Directs the study to evaluate potential health and environmental impacts of 5G technology, which uses Long-Term Evolution (LTE) spectrum and higher millimeter wave frequencies with small cell antennas placed closer to homes and schools

Cites World Health Organization findings that radiofrequency electromagnetic fields are possibly carcinogenic (Group 2B), National Institutes of Health studies showing increased tumor rates in laboratory animals, and halts of 5G deployment in Switzerland, Slovenia, and Brussels, Belgium due to health concerns

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2021
