Requests convening a working group to examine the feasibility and economic impact of creating a Health Policy Institute at the University of Hawaii at Manoa.

Working group must examine Hawaii's health policy concerns, study health policy institute models from other states or nations, and evaluate collaboration with state agencies and health-related entities.

Working group must assess Hawaii's social health policy spending and forecast future expenditures based on aging population and workforce trends.

Working group must identify options to enhance health informatics and analytics capacity, review third-party research capabilities for state agencies, and propose a structure, mission, and vision for the Health Policy Institute.

Working group co-chairs are the Dean of the College of Social Sciences at UH Manoa and Director of the UHealthy Hawaii Initiative, with membership including university research centers and state health agency directors; must submit findings and recommendations to the Legislature no later than twenty days prior to the 2021 Regular Session and dissolve by June 30, 2021.
