Urges the Federal Aviation Administration to review, advocate for enactment of, and vigorously enforce H.R. 4547, the "Safe and Quiet Skies Act of 2019"

Requires FAA to implement a "sterile cockpit rule" prohibiting commercial air tour pilots from providing oral narration or engaging in tour-related activities while operating aircraft

Prohibits commercial tour aircraft from operating below 1,500 feet altitude (except during takeoff, landing, or emergencies) and within half a mile of occupied areas including residential, commercial, and recreational zones

Authorizes state and local governments to impose additional requirements or prohibitions on commercial air tours, including regulation of routes over occupied areas

Requires FAA to implement National Transportation Safety Board recommendations concerning commercial aircraft operators and subject air tour operators to commercial aircraft regulations instead of non-commercial regulations
