Requests the Department of Health to conduct a study exploring options for better oversight of community health centers, dental clinics, and other medical service entities in Hawaii.

Study must include recommendations for additional authority the Department of Health requires to adequately oversee these medical entities.

Study must review how other jurisdictions oversee medical service entities and provide an overview of their oversight approaches.

Study must recommend whether the Governor, Department of Health, or another entity should have authority to order closure or take control of medical service entities when there is a threat to community health or inadequate medical services.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.
