Request that the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and state Department of Transportation work with the Honolulu City Council to prohibit electric scooters, electric bicycles, and electric trikes on sidewalks through county-level regulations

Exemption must be provided for senior and disabled individuals for whom these devices may be necessary for transportation or activities of daily living

Encourage stakeholders to include electric scooters, electric bicycles, and electric trikes under the existing definition of "motorized devices" in the Revised Ordinances of Honolulu, which already prohibit operation on sidewalks and bike paths

Require the Honolulu Department of Transportation Services to submit a report with findings, recommendations, and proposed legislation for regulating these devices to the Legislature no later than twenty days before the 2021 Regular Session convenes

Cite safety concerns from collisions with pedestrians and motorists, noting these devices can weigh over forty pounds and reach speeds of eighteen miles per hour, nearly six times faster than average walking speed
