Prohibits building permits for new multi-family residential buildings with 10+ parking stalls and new commercial buildings with 20+ parking stalls unless a specified percentage of parking stalls are electric vehicle charger ready, effective January 1, 2020.

Defines "electric vehicle charger ready" as having sufficient wire, conduit, raceway, termination point, and electrical panel capacity suitable for level two electric vehicle charging.

Exempts counties that adopt state building codes requiring the same or more stringent electric vehicle charger ready requirements for parking stalls.

Exempts building permits where applications were initiated prior to January 1, 2020.
