Establishes a full-time chief data officer position within the office of enterprise technology services to develop, implement, and manage statewide data set policies, procedures, and standards, reporting directly to the chief information officer.

Creates a data set task force comprised of representatives from the judiciary, Department of Education, Department of Human Services, Department of Health, Department of Business/Economic Development/Tourism, University of Hawaii System, and two public members appointed by the legislature to assist the chief data officer.

Requires each executive branch department, including the Department of Education and University of Hawaii, to make existing appropriate data sets available electronically through data.hawaii.gov or a successor website designated by the chief data officer, unless prohibited by law or licensing agreements.

Prohibits departments from being required to create new data sets or provide data on demand, and exempts proprietary information, licensed data without permission, and personally identifiable information from public disclosure unless individual consent or lawful departmental duties require posting.

Appropriates funds for the chief data officer's salary and fringe benefits for fiscal years 2019-2020 and 2020-2021, with the act taking effect July 1, 2112.
