Establishes the Innovative Project Delivery Guidelines Task Force within the Department of Accounting and General Services to develop safeguards, procedures, and protocols for innovative project delivery arrangements for public infrastructure projects.

Task force shall consist of eight members including the comptroller (chair), director of finance, director of business and economic development, state procurement office administrator, two gubernatorial appointees, one senate-appointed member, and one house-appointed member.

Applies only to contracts where delivery partners assume substantial financing, delivery, and operational risks for projects exceeding $10,000,000 capital cost, excluding budget-neutral energy efficiency projects and smaller infrastructure projects.

Task force must consider 17 specific areas including contract modalities, asset ownership, financing conditions, compensation structures, procurement procedures, financial review requirements, and audit provisions in developing guidelines.

Task force shall submit final recommendations to the 2020 Legislature no later than twenty days before the regular session convenes, after which it dissolves; DAGS shall adopt rules based on task force recommendations.
