Appropriates funds from general revenues to the department of health for full funding of the kupuna care program for fiscal years 2019-2020 and 2020-2021 (specific dollar amount left blank in bill text).

Requires appropriated funds to supplement, not replace, the executive office on aging's existing base budget.

Directs the executive office on aging to adopt administrative rules under chapter 91 for program management and fund disbursement by January 1, 2022.

Establishes kupuna care program to help seniors age in place through nine core services including personal care, homemaking, meals, adult day care, case management, and transportation.

Allows eligible seniors to choose between contracted providers or a participant-directed model to purchase individualized supports based on assessed needs.
