Requires lobbyists, persons making $1,000+ lobbying expenditures, and employers of lobbyists to file additional statements of expenditures with the Hawaii State Ethics Commission on the second Friday in August and the first Monday in November during general election years

Establishes reporting periods for general election year filings: August report covers May 1 through July 31; November report covers August 1 through October 31; January 31 report covers November 1 through December 31

Maintains existing reporting schedule for non-election years: March 31 (January-February), May 31 (March-April), and January 31 (May-December of previous year)

Preserves requirement to file within 30 days after adjournment of special legislative sessions, with reports covering only expenditures related to that session's legislative action

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date
