Requires the Director of Public Safety to report within 48 hours to the Governor and Legislature when a Hawaii inmate in state or contracted correctional facilities dies, or when a correctional facility employee dies on facility grounds or from injuries sustained there.

Report must include the decedent's name, gender, age, status (inmate or employee), location of death, date and time, cause of death, any indication of sexual assault contributing to death, and clinical mortality review findings if available.

Director must immediately report the official cause of death to the Governor once determined, who shall immediately report it to the Legislature.

Director may withhold disclosure of the decedent's name or information protected by state or federal law.

Requires the Department of Public Safety to preserve forensic evidence including human biological specimens if there is any indication of sexual assault leading to death of an inmate or correctional employee.
