Establishes the Asset Management Task Force within the Office of the Governor to address Hawaii's $4.3 billion deferred maintenance backlog in state buildings and facilities.

Task force shall develop a maintenance and replacement schedule, consistent criteria, and standardized methodology for identifying maintenance projects and priorities across state departments.

Task force membership includes the governor's administrative director (chairperson), comptroller, finance director, procurement office administrator, University of Hawaii president, superintendent of education, and representatives from transportation, courts, and legislature, plus two private sector construction experts.

Task force must submit a preliminary report by October 31, 2020, and a final report with findings and recommendations by October 31, 2021, then dissolve on January 14, 2022.

Appropriates unspecified general revenue funds for fiscal years 2019-2020 and 2020-2021 to support task force operations and planning activities.
