Grants the Land Use Commission power to amend, revise, or modify a decision and order approving a district boundary amendment if a petitioner or successors fail to adhere to representations or imposed conditions, regardless of substantial commencement of use.

Allows the Commission to issue an order to show cause upon its own motion or motion by any party or interested person when compliance failures occur.

Authorizes the Commission to assess administrative fines up to $50,000 per day plus enforcement costs when representations or conditions relating to infrastructure, environment, cultural resources, archaeology, or public trust doctrine are not adhered to.

Defines "substantial commencement" as completion of all required public improvements and infrastructure and construction of 20 percent of any affordable housing requirement such that units are usable or habitable.

Records notice of non-conformance on property title at the bureau of conveyances if fines are not paid, with collection procedures available in circuit court; effective January 1, 2020.
