Establishes a general excise tax holiday for school supplies sold during the last Friday in July through the following Sunday each year in Hawaii.

Requires all tax savings from the holiday to be passed on to consumers by sellers without any price increases.

Defines "school supplies" to include specific items such as binders, notebooks, pencils, pens, erasers, calculators, lunch boxes, markers, rulers, scissors, and other listed school items, explicitly excluding unlisted items.

Applies only to retailers with a general excise tax license; retailers must maintain records clearly identifying the item type, sale date, and sales price during the holiday period.

Takes effect on July 1, 2112.
