Amends Hawaii Revised Statutes Section 206E-13 to require eligible affordable housing projects developed under Chapter 201H, Section 201H-38 to be constructed, renovated, or improved in consultation with the Hawaii Community Development Authority when located in a designated community development district.

Extends the same formal consultation requirement that applies to county and state agency projects to affordable housing projects utilizing Chapter 201H exemption provisions within community development districts.

Addresses the lack of clarity in the entitlement process for affordable housing projects in community development districts by establishing transparent consultation procedures with the Hawaii Community Development Authority.

Takes effect on July 1, 2019.
