• Allocates funding through multiple parts for the Department of Education, Judiciary Administration, and Hawaii Health Systems Corporation, with all appropriations currently set at zero dollars pending agreement details.

• Provides parallel salary increases and cost adjustments for excluded state officers and employees who belong to the same compensation plans as bargaining unit (1) members, pursuant to chapter 89C, Hawaii Revised Statutes.

• Requires any unencumbered funds remaining by June 30, 2020 and June 30, 2021 to lapse at those dates.
