• Directs the director of finance to allot funds to appropriate state departments and the Hawaii health systems corporation for expenditure in respective fiscal years.

• Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid proportionately from those respective funds.

• Sets effective date as January 1, 2050, with any unencumbered funds lapsing on June 30, 2020 and June 30, 2021.
