Appropriates or authorizes funds for fiscal biennium 2019-2021 to fund all collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (6), with all funding sources listed as -0- for both FY 2019-2020 and FY 2020-2021.

Appropriates or authorizes funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in bargaining unit (6), with all funding sources listed as -0- for both fiscal years.

Directs the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in their respective fiscal years.

Requires that salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Any funds not expended or encumbered by June 30, 2020, and June 30, 2021, shall lapse as of those dates; Act takes effect January 1, 2050.
