S.B. 1198 Summary

• Appropriates or authorizes funding for fiscal biennium 2019-2021 to cover collective bargaining cost items negotiated with the exclusive representative of bargaining unit (8), with appropriations set at zero dollars for general, special, federal, and other funds for both fiscal years.

• Appropriates or authorizes funding for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining but belonging to the same compensation plans as bargaining unit (8), with appropriations set at zero dollars for both fiscal years.

• Directs the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in their respective fiscal years.

• Requires that salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funds.

• Provides that unexpended or unencumbered funds shall lapse on June 30, 2020, and June 30, 2021, and establishes an effective date of January 1, 2050.
