• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with bargaining unit (9), with all appropriations set at zero dollars across general, special, federal, and other funds.

• Allocates funds to the Department of Education and Judiciary (administration) for collective bargaining unit (9) cost items and salary increases for excluded employees in equivalent compensation plans.

• Appropriates funds to Hawaii Health Systems Corporation for bargaining unit (9) employees' collective bargaining cost items and salary adjustments for excluded counterpart employees.

• Directs the Director of Finance to allot funds to appropriate state departments and the Chief Justice and Hawaii Health Systems Corporation to expend funds in their respective fiscal years.

• Sets the effective date as January 1, 2050, and establishes that unencumbered funds by June 30, 2020 and June 30, 2021 shall lapse.
