• Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for all collective bargaining cost items negotiated with the exclusive representative of bargaining unit (14), with $0 appropriated from general, special, federal, and other funds for both FY 2019-2020 and FY 2020-2021.

• Appropriates funds for fiscal biennium 2019-2021 for salary increases and cost adjustments under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (14) members, with $0 appropriated from all funding sources for both fiscal years.

• Requires salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds to be paid proportionately from the respective funds.

• Allows appropriated funds not expended or encumbered by June 30, 2020, and June 30, 2021, to lapse as of those dates.

• Takes effect on January 1, 2050.
