Establishes a new Office of Youth Services Revolving Fund to receive proceeds from the sale of goods and services by vocational programs engaged in commercial enterprise.

Permits individual vocational program administrators (except those at youth correctional facilities) to set prices for goods and services at market rates and market to both public and private sectors.

Expands Office of Youth Services programs to include commercial enterprise vocational programs for non-adjudicated at-risk persons ages 18-24 receiving office assistance.

Requires program administrators to ensure quality of goods and services is comparable to private sector standards and consistent with specifications for state and county purchases.

Appropriates funds from general revenues to the revolving fund for fiscal years 2019-2020 and 2020-2021, and authorizes expenditures from the fund to carry out the Act.
