SB 1258 Summary

• Allows the Board of Land and Natural Resources to lease any existing state boating facility in its entirety, and fast lands and submerged lands within state boating facilities by public auction, request for proposals, or direct negotiation for private development, management, and operation.

• Requires the board to find that a prospective lessee has provided public notice of development plans, engaged with affected communities, considered community concerns, and developed a plan to address adverse impacts before approving any lease.

• Eliminates the requirement that lessees obtain prior authorization from the legislature to enter into a lease agreement.

• Repeals Section 200-2.6, which previously contained specific lease requirements for fast lands and submerged lands at Ala Wai Boat Harbor.

• Takes effect on December 31, 2050.
