Adds objectives and policies for planning and protecting the "lei of green," defined as historic public parks and recreational open spaces spanning from Diamond Head to Aloha Tower, including Kapiolani Regional Park, Ala Moana Regional Park, Fort DeRussy Beach Park, and other specified areas.

Establishes four planning objectives: protection and preservation of green public parks and recreational open spaces; expansion of greenways and shoreline promenades; restoration and protection of lei of green intrinsic elements; and protection of lei of green resources for present and future generations.

Directs the Office of Planning to implement the lei of green policy in coordination with state and county departments to ensure it serves as a guide for restoration, protection, and preservation of historic parks and recreational spaces.

Requires the Office of Planning to submit a status report on the lei of green policy to the legislature and governor no later than twenty days prior to the 2020 regular session, including benchmarks for incremental compliance.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 to cover costs of researching and compiling the status report, including one full-time equivalent temporary planner position within the Office of Planning.
