Requires motor vehicle registration applications to include driver's license number, phone number, and emergency contact information for individual owners, or business address, phone number, and state tax identification number for licensed automobile dealerships and car rental companies.

Adds requirement that legal or registered owners must provide proof of current motor vehicle registration and insurance coverage before repossessing an abandoned vehicle.

Authorizes counties to fine the legal or registered owner of an abandoned or derelict vehicle up to $1,000, with collected fines deposited into the county's general fund.

Exempts legal or registered owners from fines if the abandoned or derelict vehicle was previously reported as stolen or taken without permission or authorization.

Effective date: July 1, 2050.
