Mandates procurement officers determine offeror responsibility by considering financial ability, satisfactory past performance, resources, skills, capability, and business integrity.

Requires written past performance evaluations for all procurements over the small purchase threshold to be conducted at least annually and upon contract completion, with evaluations maintained in department files and a statewide database.

Establishes an initial procurement working group composed of state and county procurement representatives to identify procurement issues, document existing practices, and recommend objective criteria for evaluating contractor past performance by November 1, 2020.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 to develop a statewide past performance database and support rule development and analysis.
