Increases industrial hemp inspection fees from $35 to $40 per hour per inspector and adds charges for traveling expenses and extraordinary services.

Authorizes the Department of Agriculture to employ temporary inspectors for industrial hemp inspections, with fees from temporary inspectors deposited into the Certification Services Revolving Fund rather than the Industrial Hemp Special Fund.

Allows the Department of Agriculture to set or adopt alternative sampling protocols for industrial hemp plants, rather than requiring the fixed sampling method previously specified in statute.

Expands the Certification Services Revolving Fund to include fees and costs associated with inspection services under section 141-37 for industrial hemp operations.

Effective date: July 1, 2150.
