Prohibits abandonment of lay nets on, in, or near state waters used for taking aquatic life, with the Department of Land and Natural Resources authorized to issue permits for possession and use.

Defines "lay net" as a gill net deployed in water at a specific location and retrieved from the same location after a set time period to capture aquatic life.

Exempts persons exercising native Hawaiian rights customarily and traditionally exercised for subsistence, cultural, and religious purposes pursuant to Hawaii State Constitution Article XII, Section 7.

Requires the Department of Land and Natural Resources to implement a comprehensive statewide lay net education and enforcement program including outreach on all islands, culturally appropriate communication with immigrant populations, and increased monitoring and enforcement efforts.

Takes effect July 1, 2050.
