Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council, including staff and meeting support, provided adequate funding and staff are available.

Changes the council chairperson selection from the administrator of the aquatic resources division to being selected by council members on an annual and rotating basis.

Requires the council to conduct meetings quarterly instead of annually in accordance with chapter 92.

Appropriates $25,000 for each of fiscal years 2019-2020 and 2020-2021 to fund a 0.5 FTE position to assist the council during meetings.

Takes effect on December 31, 2050.
