Amends Hawaii Revised Statutes Section 96-9 to add subsection (c) protecting attorney-client and attorney work-product privileges when agencies disclose communications to the ombudsman.

Specifies that disclosure of privileged communications by an agency to the ombudsman does not constitute a waiver of those privileges as to any other person.

Prohibits the ombudsman from disclosing privileged communications received from agencies to any other person.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.
